Miller Nash welcomes Brett Palmer to the firm’s environmental and energy teams. Brett, based in the firm’s Long Beach office, focuses his practice on complex commercial litigation.

Prior to joining Miller Nash, Brett worked as an attorney with the California Public Utilities Commission where he handled a variety of cases including ratesetting for water and telecommunications utilities, investigations and citations against major electric utilities, and safety enforcement matters against railroad utilities. Brett also led the Commission’s Interagency Solar Consumer Protection Taskforce. In this capacity, he helped to enact California’s 2022 rooftop solar regulatory reforms and advised electric utilities, rooftop solar providers, and solar industry associations on compliance with these reforms. Additionally, he coordinated with other California state agencies, including the California State Licensing Board and the Department of Financial Protection and Innovation to implement and enforce the reforms.

Brett has experience with supporting client intake/investigation, conducting legal research, drafting pleadings, managing discovery and motion practice, supporting hearings, and reaching dispute resolution. Clients benefit from his natural curiosity and his aptitude to quickly understand an organization’s business priorities, and then use this knowledge to successfully navigate legal challenges. Brett received his bachelor’s degree from the University of Michigan before earning his law degree at the University of Michigan Law School.
