Obtained a favorable decision for the Attorney General of Guam in the United States Supreme Court in a CERCLA action against the United States to recover the costs of removal and remedial actions incurred by Guam due to military contamination and operations on the island for decades. Tribal Cannabis

Co-authored Washington’s inaugural tribal-state cannabis compact between the Suquamish Tribe and the State of Washington, and subsequently co-authored several other cannabis compacts in Washington. Prepared tribal member outreach communications, tribal code revisions, compliance documents and policies, operating plans, and other necessary documents for implementation.

Construction Disputes

MultiCare Health System v. Skanska USA Building Inc. et al. Successful recovery of $3 million water damage and delay claims arising during construction of new wing of hospital. Claims resolved under property and liability policies and with both subcontractors and insurers directly, following complex mediations.

Environmental

Overseeing Superfund sites and protecting clients’ interests with careful oversight of remediation efforts, agency costs, scopes of work, and third-party cost recovery activities.

Represented clients in diverse permitting, enforcement, and appeal matters before City of Portland bureaus and offices, including the Bureau of Development Services, Bureau of Environmental Services, Bureau of Planning and Sustainability, Bureau of Revenue and Financial Services, Bureau of Transportation, Housing Bureau, Water Bureau, Hearings Office, and City Council.

Appeals

Successfully represented cylinder manufacturer in a challenge to a final EPA rule banning use of non-refillable cylinders in the United States Court of Appeals for the District of Columbia.
